I have no inside knowledge.

But from what I've been able to read, on respectable sites, the major problem on this one isn't the fee i. e it's not that Rangers are unwilling to meet the asking price (which seems to be the general frustration on here) .

The negotiations are around the structure of the payments, the add ons and sell on clause.

Rangers stance appears to be that they'll only accept the various clauses if the fee is reduced.

Again, I have no inside knowledge of the inner workings of our club - however I'm sure if there was a genuine risk in losing out on the player we would chance our approach in negotiations.

Have a feeling this one will be done before the window closes.
