I’m lead to believe we are experiencing some difficulties re work permit and should one bs granted, it would likely only be on appeal.

Work Permit will likely be given on appeal. Diomande doesn't meet the required points to get a automatic GBE, but the Scottish appeal system is pretty simple in that a permit will be provided if the player is "able to contribute significantly to the development of the game at the top level in Scotland". So all should be fine but may take a few days for the appeal process.

I think a couple of things delayed his announcement. First two storms in a couple of days meant no flights.
They were never going to announce it on the same day that Steven Davis announced his retirement.
